Pointing to the changing nature of conflicts, Guterres said: "Today's conflicts are increasingly taking on a regional character. Preventive diplomacy and peacebuilding should do the same."
Highlighting the UN's mechanisms on the ground, Guterres stated: "The UN's regional offices and representatives are among the most effective tools for creating space for preventive diplomacy, regional cooperation, and political solutions."
